On the Access Procedure for Inspection and Quarantine of Foreign Agricultural Products Imported to China for the First Time

1、 The official quarantine authority of the exporting country shall, according to the trade demand, submit a written application to the General Administration of Customs of the General Administration of Customs (hereinafter referred to as "the Chinese side"), and state the name, type, purpose, importer information and exporter information of the specific agricultural products to be exported.

2、 According to the application, the Chinese side submits a survey questionnaire to the exporting country regarding the risk analysis of the import of this type of agricultural product, and requests a response from the exporting country.

3、 After receiving the response from the exporting country regarding the survey questionnaire, the Chinese side will organize relevant experts to conduct risk analysis;

During the risk analysis process, if necessary, China will request the exporting country to supplement relevant information;

Based on the evaluation of the above information, China will consider whether to send an expert group to conduct on-site inspections in the exporting country.

4、 After the risk analysis work is completed, China will consider whether to propose a draft quarantine protocol or entry inspection and quarantine requirements for the imported agricultural products from the country, and both parties will negotiate on this matter.

5、 After both parties reach an agreement on the protocol or entry inspection and quarantine health requirements, trade in this type of agricultural product shall be carried out in accordance with the provisions of the protocol or health requirements.
