1. Documents required for fruit import
The owner of imported fruit or his agent should provide the following documents when reporting:
Trade: contract, invoice, packing list, bill of lading.
Regulatory documents: the official phytosanitary certificate of the exporting country or region, the entry animal and plant quarantine permit, and the cold treatment result report (if required). Fruit temperature probe calibration records, heat treatment related reports, hot water treatment temperature probe calibration reports, and treatment temperature records (for fruits that require cold treatment and heat treatment, the specific requirements are based on quarantine requirements).
In addition, if the container is used for shipment, the container number should be reflected on the phytosanitary certificate; the consignee on the certificate, the consignee on the quarantine license that has been processed, and the trade contract should be consistent.
2. Fruit import quarantine license approval process
The approval should be processed before the contract is signed.
Units applying for quarantine examination and approval procedures should be units that have independent legal personality and directly sign trade contracts or agreements with foreign parties.
To apply for quarantine approval procedures, please log on to the "Internet + Customs" platform (http://online.customs.gov.cn) and select the corresponding category under the animal and plant quarantine module.
Enterprises that apply for the first time should submit registration information and can apply for a quarantine permit only after passing the review.
The applicant company fills in the application form and uploads the attached documents as required. If the attached documents submitted are not in the list, they must upload them in the column of "other materials to be provided"; fill in the “other attached documents” A piece of license use information, the first application must be filled in: "This company is the new filing enterprise of this year".
Preliminary examination of quarantine license. After receiving the attached documents, the customs accepting staff will check with the online electronic application form and submit it to the reviewer. Generally, within 5 working days, the reviewer will submit the application form that meets the requirements to the final reviewer. Note the reason for the refund.
Final review of the quarantine permit. After passing the preliminary examination, the General Administration of Customs shall, within 20 days from the date of acceptance of the preliminary examination, make a decision on whether to grant the license or not.
The quarantine license is valid within 6 months from the date of issuance. During the validity period, it can be imported in batches within the permitted quantity and can be used across the year. It can only be imported from the place of entry approved by the permit.
3. Imported fruits inspection and quarantine requirements
Fruit packaging boxes should be marked or marked with the name of the fruit, the place of origin, and the name or code of the packaging factory. According to the agreement, the General Administration of Customs implements a registration system for foreign orchards, processing and packaging plants, and cold storages exported to China, and publishes the list of registered companies on the website of the General Administration of Customs.
Other fruits not listed in the quarantine license shall not be mixed or entrained; the fruit varieties shall be consistent with the content of the quarantine permit, the quantity shall not exceed the permitted quantity, and the unapproved fruits shall not be entrained. No quarantine pests, soil, branches, leaves and other plant residues that are prohibited from entering China shall not be carried. The amount of toxic and hazardous substances detected shall not exceed the relevant Chinese safety and health standards.
The name of the fruit, the place of origin, and the name or code of the packaging factory must be indicated in Chinese or English on the packing box. If the exporting country or region has signed an agreement or protocol with China, it must also meet the relevant requirements of the agreement or protocol.
