When applying for registration, an overseas production enterprise of imported food shall recommend it to the General Administration of Customs through the competent authority of the country (region) where it is located or other prescribed methods, and submit relevant materials. The General Administration of Customs organizes experts to check whether the overseas production enterprise applying for registration meets the registration requirements. The registration conditions are reviewed. The registered overseas production enterprises will be announced on the website of the General Administration of Customs.
② Filing
Overseas exporters or agents and domestic importers exporting food to my country must go through the "Imported Food and Cosmetic Importer and Exporter Recording System" (http://ire.customs.gov.cn) for filing, and register with the place of industrial and commercial registration. The customs submits the paper materials required for filing, and the filing number is generated after the electronic filing application information reviewed by the customs is passed.
★Fill in an accurate and complete consignee filing application form;
★Copies of industrial and commercial business license, organization code certificate (or business license with unified social credit code of legal persons and other organizations issued by the administrative department of industry and commerce), legal representative's identity certificate, foreign trade operator registration form, etc. and submit the originals for inspection;
★Enterprise quality and safety management system;
★Organization settings, department functions and job responsibilities related to food safety;
★The type and storage location of the food to be operated;
★If you have been engaged in food import, processing and sales within two years, you should provide relevant instructions (food variety and quantity);
★The enterprise must obtain the registration qualification of the customs declaration unit.
③Declaration
1. Necessary vouchers such as contract, invoice, packing list, bill of lading, etc.;
2. The official quarantine (health) certificate of the exporting country (region) required by laws and regulations, bilateral agreements, protocols and other regulations;
3. If you import honey products for the first time, you should provide a sample of the original label with official seal, a Chinese translation of the original label, and a sample of the Chinese label, etc., and the label, manual emphasizes the award, certification, production area and other content or emphasizes that it contains special ingredients If it is not, it shall provide corresponding certification materials;
4. If you import organic certified honey products, you should submit a copy of the Chinese organic product certification certificate, a copy of the organic product sales certificate, certification mark and product identification and other documents. If it is not the first import, you should provide the label record certificate and Chinese and foreign languages. Label proofs;
5. The name and record number of the importer and exporter of imported honey, as well as the import and sales records of the previous batch of food.

Tips: The Chinese label of imported prepackaged honey should comply with the requirements of "National Food Safety Standard for Prepackaged Food Labeling General Rules" (GB7718-2011) and "Food Safety National Standard for Prepackaged Food Nutrition Labeling General Rules" (GB28050-2011).
Importers of New Zealand honey exported to China require an official certificate issued by the Ministry of Primary Industries of New Zealand to certify that “the honey is natural and does not contain any added dihydroxyacetone (DHA) and methylglyoxal (MG)”.
④Conformity assessment
If imported honey is found to be unqualified in safety, health, and environmental protection items after inspection and quarantine, the customs shall order the party concerned to return or destroy it; if other items are unqualified, technical processing can be carried out under the supervision of the customs, and only after passing the re-inspection. Sale and use.

Importers should promptly fill in the import and sales records of imported food through the "Imported Food and Cosmetic Importer and Exporter Record System". The customs inspects the record of importers and the import and sales records of importers within its jurisdiction.
